Uniqueness and non-correlation rule: the issuer of the predefined identifiers guarantees that each generated value is used only once for a given sector of activity, and that the identifier must not be able to be predicted from the mere knowledge of one or more other AMC identifiers.
For common AMC values (also recommended for specific AMC), the values generation rule is the following:
ADCET has a whole range of 4-byte values (more than 4 billion possible values) that the issuer can subdivide as it wishes.

Signatories of the common AMC usage agreement

The AMC specification is made available to any entity in charge of transmitting or accepting media for multi-service applications, and in particular without this list being exhaustive: local authorities, transport operators, transmitters of portable media can be used in a multi-service context, card and terminal manufacturers, software publishers and service providers.

In addition to its security principles, the AMC is based on compliance by its partners with a number of management rules described in the application specifications. It is therefore useful that ADCET can ensure compliance with these rules, for the benefit of all.

What are the rules for using the common-amc?

The important development of the Common AMC obliges us, as a structure responsible for governance and security, to be more vigilant and rigorous. This is why we remind you that any public or private organization that intervenes in the issuance of a common MCA (manufacturer), or that uses the common MCA (User Entity), whatever the use, must sign a usage agreement with ADCET and thus be referenced by our association. Moreover, the functioning of a project around the Common AMC is only possible insofar as ADCET mobilizes the means necessary to support, develop, secure and govern the Common AMC, which represents a significant expense.

ADCET is a non-profit association founded in 2005 to promote and develop citizen-focused digital services. It brings together some sixty public and private members.

Its objective is twofold:
1. to make everyday services easier for citizens to access (transport and mobility, local services, leisure and cultural venues, etc.);
2. to improve the management of local authorities by reducing administrative tasks and duplication.
Our approach rests on four principles:
1. preventing the digital divide;
2. protecting users’ privacy and personal data, in strict compliance with the General Data Protection Regulation (GDPR);
3. preserving our independence and digital sovereignty;
4. supporting sustainable development.
Our association therefore works actively on defining and promoting French and European standards. Our greatest achievement is the creation and deployment of the AFNOR AMC standard (citizen multi-service application).

Composition

A. Associate members (moral persons): Associate members are defined as moral persons who participate in the activities of the association and who pay the annual membership fee. They include territories and associations, public educational institutions and other members.

Members enjoy the following advantages:
- They have the right to vote at general meetings of the association.
- They have the right to participate in working groups.
- They have free access on the website to all the ADCET publications available in the section reserved for members: working documents, studies, minutes of meetings, ADCET emails and mailings.
- They benefit from special privileges when participating in study trips and training seminars organized by the association.
- Their names and logos appear in all the ADCET publications and at all events: Tect-info, press releases, exhibitions, brochures.
- Their names and logos appear with a link on the ADCET website.
- They can register up to two persons for free to attend ADCET meetings. (General meeting, conferences,…)
B. Honorary members : These are natural persons who have rendered their services to the association and who have benefited the association with their professional knowledge or, more generally, their assistance. They are exempt from the payment of annual fees for 3 years, subject to renewal.

The AFNOR common AMC standard

The AFNOR AMC standard, reference NF P 99-508, allows a single medium, such as a card or a mobile phone, to be used to access the various services offered by a local authority, in compliance with the General Data Protection Regulation (GDPR) and in line with CNIL (French data protection authority) reference text RU-030.

Its main purpose is to give each user unique, predefined and unpredictable identifiers for each service sector.

This document must be filled in by every ADCET user entity and then sent to contact@adcet.org for electronic signature. Once it has been signed by both parties, the user entity is entered in the registry of signatories published on the ADCET website.

What is the AMC standard?

The citizen multi-service application (AMC) standard is explained quickly and simply in a short animated video.

Following ADCET’s work, the French National Standardisation Commission granted the AMC (citizen multi-service application) the status of a full standard in June 2016. Its AFNOR reference is NF P 99-508.

ADCET created the standard and is responsible for its development. It governs the common AMC and, in this capacity, is a signatory of the usage agreement and manages the cryptographic keys and the registries. ADCET also offers services to support the development of the AMC, such as:

To validate changes to the AMC standard, in particular the version for non-Calypso media, we are relaunching working group GT8 within the BNTRA (the French standardisation office for transport, roads and their infrastructure).

The first meeting will take place on 1 October 2026 from 9.30 am to 11 am, by video conference.

Taking part in this meeting is essential for everyone concerned by the subject who wants to make sure that these changes meet their expectations.
