Common AMC

What are the rules for using the common-amc?

The important development of the Common AMC obliges us, as a structure responsible for governance and security, to be more vigilant and rigorous. This is why we remind you that any public or private organization that intervenes in the issuance of a common MCA (manufacturer), or that uses the common MCA (User Entity), whatever the use, must sign a usage agreement with ADCET and thus be referenced by our association. Moreover, the functioning of a project around the Common AMC is only possible insofar as ADCET mobilizes the means necessary to support, develop, secure and govern the Common AMC, which represents a significant expense.

The AFNOR common AMC standard

The AFNOR AMC standard, reference NF P 99-508, allows a single medium, such as a card or a mobile phone, to be used to access the various services offered by a local authority, in compliance with the General Data Protection Regulation (GDPR) and in line with CNIL (French data protection authority) reference text RU-030.

Its main purpose is to give each user unique, predefined and unpredictable identifiers for each service sector.

What is the AMC standard?

The citizen multi-service application (AMC) standard is explained quickly and simply in a short animated video.

Following ADCET’s work, the French National Standardisation Commission granted the AMC (citizen multi-service application) the status of a full standard in June 2016. Its AFNOR reference is NF P 99-508.

ADCET created the standard and is responsible for its development. It governs the common AMC and, in this capacity, is a signatory of the usage agreement and manages the cryptographic keys and the registries. ADCET also offers services to support the development of the AMC, such as:

To validate changes to the AMC standard, in particular the version for non-Calypso media, we are relaunching working group GT8 within the BNTRA (the French standardisation office for transport, roads and their infrastructure).

The first meeting will take place on 1 October 2026 from 9.30 am to 11 am, by video conference.

Taking part in this meeting is essential for everyone concerned by the subject who wants to make sure that these changes meet their expectations.
